money deducted but plan not activated

Dear Sir/Madam,
I would like to raise a complain against tata docomo telecom company.
I have done a recharge online on 14th august evening of rs 399/- for activating a blackberry internet service and the payment I selected to be deducted from my main account balance.

The payment is deducted but the plan not yet activated I called the customercare they are not responding properly sometimes they are saying wait for 12 hrs sometimes wait for 24 hrs sometimes saying among rs 399 only rs 300 will be refunded sometimes they are not answering.
I am tired in following this already more than 48 hrs over but still my plan not get started.
I dont know sir what is happening they already deducted the balance its showing into their account then why they are not activating it.
Kindly look into this matter and please take some immediate action against this at the earliest will be highly appreciable.
