reduction of account balance(Mobile)

Sir,
I have been using Tata Docomo connection for the last 2 years but the problem is that i had recharged 98 Internet 2G plan for 1 month.
When i browsed Internet from free Site the Docomo customer care had deducted rs from main account,I complained them many time but they did not bother me. plaese take a necessary action against this(tata docomo)type of telecom company
they are cheating general consumer by this way.
